Job Summary

The Blair Project (TBP) is a motorsport STEM education provider which exists to develop the schools to employment pipeline of diverse, homegrown talent to drive the electric revolution and tackle climate change. This is done through delivery of our e-motorsport STEM programme called ProtoEV. STEM stands for Science Technology, Engineering and Manufacturing. It involves the retrofitting of used petrol go karts and converting them into fully electric e-karts which adult and youth teams get to test and race to see which is the fastest and most energy efficient. ProtoEV makes STEM learning fun for marginalized individuals who often have low awareness of careers in science, green tech and engineering.

We now have an exciting opportunity to join us as a Programme Delivery Manager on a fixed term (until Dec 2023) funded by the Institute of Physics, to oversee the delivery of TBP’s contribution to the World of Physics programme, which will be delivered by a consortium of six UK organisations including two universities, three VCSE organisations and one private sector business.

TBP are contracted to deliver weekly online and in person STEM Clubs called Connect, Create, Belong to provide a safe space for science and tech geeks of colour to engage with others like themselves, feel less isolated, overcome peer pressure that STEM isn’t cool, dispel myths and stereotypes. They will also be inspired by Black Asian and Minority Ethnic STEM ambassadors ‘See Me Be Me’. Connect, Create, Belong will start in Greater Manchester in 2022 with a national roll out in Year two onwards. A particular focus will be Black Caribbean students age 8-18 who are very poorly represented in physics related careers, with the goal to influence take up at an early age. .

The key responsibilities of the Programme Delivery Manager will be to work with the consortium lead organization Future First, to implement and ensure TBP compliance with the robust governance framework that has been developed, and oversee delivery of the suite of TBP’s programmes to defined performance standards as regulated by the SLA, according to set milestones.

You will be experienced in programme and project management methods and tools, will lead a small deliver team of three individuals, provide regular monitoring and evaluation reports, attend monthly meetings with consortium partners, and feedback to the business development director Dr Marilyn Comrie OBE. You will be expected to lead and support the Connect, Create belong project team with TBP and collaborate with consortium partners to ensure delivery of the project and its outputs while ensuring compliance with the IOP contract and regulations.

Essential Duties and Responsibilities:-

  • Planning and designing programme delivery and proactively monitoring progress, resolving issues and initiating appropriate corrective action
  • Ensuring TBP compliance with the governance arrangements of the World of Physics consortium
  • Ensuring effective quality assurance and the overall integrity of the TBP learning activities and social media outputs – focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with IOP best practices and standards
  • Managing programme budget, monitoring expenditure and costs against delivered and realised benefits during the duration of the project.
  • Facilitating the appointment of individuals to project teams
  • Ensuring the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements
  • Managing third party contributions to the programme
  • Managing communications and all stakeholders
  • Managing risks to the programme’s successful outcome
  • Initiating extra activities and other management interventions wherever gaps in programmes are identified or issues arise
  • Reporting the progress of the programmes at regular intervals

You must have:-

  • At least two years Programme Management experience including good knowledge of programme and project management methods ( good knowledge of techniques for planning, monitoring and controlling programmes)
  • Effective leadership, interpersonal and communication skills
  • Good knowledge of budgeting and resource allocation procedures
  • Good understanding of the procurement process including negotiation with third parties
  • Good written and oral communication skills
  • Excellent organisational skills
  • Ability to lead a team to deliver objectives
  • Flexibility and adaptability
  • Ability to work to deadlines and under pressure
  • A professional manner and attitude
  • Be IT literate: Familiar with using word processing, databases, spreadsheets, project management software and web applications including email, e-marketing, s-surveys, e-discussion groups, etc.
